ACCOMPLISHMENTS

As your representative on the Visalia City Council, I have prioritized fiscal responsibility, public safety, park improvements, infrastructure upgrades, and standing up for our community. Below is the brief list of the milestones, investments, and victories we have achieved together year by year.

General Term Highlights & Core Leadership

- Balanced Budgets with Surplus Funding: Maintained structurally sound, balanced budgets with surplus funding all 4 years serving on the council.
- Economic Growth & Job Creation: Streamlined Visalia’s commercial development processes and made Visalia intensely business-friendly, now boasting over 13,000 registered businesses.
- Filling First Responder Vacancies: Worked actively to fill all vacancies within our first responder departments to ensure full public safety staffing.
- Creating the Clean Visalia Sweep Team: Approved and created the dedicated “Sweep Team” to proactively clean up trash across our city.
- Millions Invested in Parks & Infrastructure: Approved millions of dollars for sun shades at our parks, repaired and replaced many kids’ play areas across various parks, and approved millions for road repairs and citywide repaving.
- Community Center Enhancements: Approved critical funding for local community centers to upgrade AC units, overhaul bathrooms, and repair flooring.
- Upgrading Sports Facilities: Replaced pickleball court surface and added 4 brand-new courts for our community.
- Saving the Downtown Farmers Market: Fought to save, protect, and help grow our Downtown Farmers Market against unnecessary restrictions.
- Caring for Our Unhoused Population: Approved millions of dollars in funding to keep our unhoused projects fully functioning and operational.

2022

- Rental & Mortgage Assistance: Approved critical community funding for rental and mortgage assistance programs to support families in need.

2023

- Riverway Sports Park Expansion: Approved funding for a brand-new dog park and expanded parking facilities at Riverway Sports Park.
- Animal Services Advocacy: Authorized city staff to actively apply for more animal services grants to expand care.
- Downtown Infrastructure: Approved funding for the complete downtown lights upgrade project and funded elevator repairs at downtown parking structures.
- Honoring Veterans: Approved a formal request from local veterans for a new block wall mural.
- First-Time Homebuyer Program: Approved $120,000 for a first-time homebuyer program, successfully establishing 5 homes on NW 5th Street.
- Developing The Majestic: Authorized $15 million to develop and operate the Majestic project.
- Standing with Local Transit Workers: Fought for our local bus workers when their former management company was failing to work with them, and proudly stood with our bus workers directly on the picket line.
- Property Rights & Local Farming: Fought to allow residents to keep chickens as household pets.
- Affordable Housing: Authorized $630,000 for the 80-unit Rancho Colegio apartments project.
- Upgrading Public Safety Equipment: Authorized $1.9 million to purchase 2 brand-new, state-of-the-art fire trucks.
- Holding Districts Accountable: Fought the cemetery district when they were not doing things correctly and were actively ignoring our community’s input.
- Navigation Center Investments: Authorized a $2.5 million grant to support the Visalia Navigation Center and the Majestic project.
- Investing in Our Youth: Fought to increase overall youth grant funding across the city.

2024

- Oak Tree Property Rights: Enacted rules making it easier to cut down an Oak tree on your private property.
- Securing Pet Grants: Brought in a $95,000 grant specifically designated for animal services.
- Protecting the Farmers Market: Fought successfully to eliminate the restrictive 12-week limit on the Downtown Farmers Market.
- Houston Roundabout: Authorized the necessary funds to finalize construction on the Houston roundabout.
- Independence Day Spectacular: Authorized $55,000 to fund and start our first annual local Independence Day Spectacular event.
- Clean Energy Fleet Upgrades: Authorized $2.4 million to purchase alternative CNG (Compressed Natural Gas) city trucks.
- Cracking Down on Illicit Businesses: Moved to strictly regulate and shut down illegal massage parlors.
- All-Abilities Inclusive Park: Approved the formal construction of a brand-new, fully inclusive park.
- Houston Connectivity Project: Formally accepted and appropriated $2.3 million for the Houston connectivity project.
- Playground Equipment Overhaul: Awarded $1.5 million explicitly for playground equipment design and installations.
- Public Art & Murals: Approved a brand-new community mural on the Double L building located on Houston and Rinaldi.
- Speeding Up Graffiti Removal: Fully updated the city’s Graffiti Ordinance to empower owners to get rid of graffiti faster than ever.
- Shade Structures at 7 Parks: Authorized $1.7 million dedicated to installing shade structures across 7 local parks.
- Stopping Trash Violations: Approved critical, stricter updates to the city’s illegal dumping ordinance.
- Plaza Park Improvements: Upgraded and allocated $939,000 for the Plaza Park pond shoreline restoration.
- Defending Community Dump Days: Fought to ensure we kept citywide cleanup dump days available to residents 3 times a year, while maintaining the policy of giving every home in Visalia 2 dump tickets to the Tulare County dump.
- Expanding Regional Care: Accepted $3 million for the ongoing operations of the Visalia Navigation Center and the Majestic project.
- Village Park Basketball Courts: Approved $168,000 to resurface the basketball courts at Village Park.

2025

- Visalia Connect Transit: Moved forward with the launch of the “Visalia Connect” pilot project for upgraded public transit.
- Protecting Neighborhood Streets: Approved key ordinance changes that strictly prohibit large, oversized vehicles from parking on municipal city streets.
- Supporting Non-Profits: Asked for a permanent increase in funding for youth non-profit grants.
- Fought for Riggin Avenue Neighbors: Fought directly for neighbors on Riggin Avenue to ensure their fences were properly relocated using the project’s internal budget, saving homeowners money.
- More Solid Waste Upgrades: Approved the purchase of 3 additional CNG-powered solid waste trucks.
- Upgrading Park Amenities: Approved dedicated funding to replace worn park picnic tables at various parks across Visalia.
- Key Road & Recreation Projects: Authorized the Tulare Ave project, the Rotary Park playground replacement, and the Jefferson Park playground replacement.
- Civic Center Phase 2: Awarded the massive Civic Center Phase 2 project valued at $72 million.
- Homelessness Resolution Funding: Accepted and appropriated $3.1 million in Encampment Resolution funding to support our Navigation Center and Sequoia Village.
- Modernizing City Communications: Authorized the City Manager to purchase the necessary software and services to build and deploy a brand-new city website.
- Affordable Senior Housing: Authorized an award of $226,000 of HOME funds, alongside an additional appropriation of $15 million, to Crescent Meadows for an 80-unit affordable senior housing complex.
- Massive Park Shade & Playground Initiative:
  - - Authorized shade structures at Houk Park, Provident Skate Park, Recreation Park, Stonebrook Park, Sunset Park, and Whitendale Park.
    - Authorized complete playground replacements at Pinkham Park, Woodland Park, and John Combs Park.
- State Violence Prevention Grants: Authorized the city to apply for the competitive CAL VIP grant.
- Expanding Fire Infrastructure: Formally gave design direction on the upcoming Fire Station 51 construction project.
- Crisis Food Bank Assistance: Formally asked the City Council to consider a critical, one-time donation to our local food bank to insulate families from hardship during the 11/25 SNAP benefits delay.
- East Side Regional Park Basin D: Authorized full funding for the construction of Basin D at the East Side Regional Park.
- Zoning & Code Enforcement: Authorized review and tightening of Live Entertainment Conditional Use Permits.
- Waiving Pet Fees: Authorized staff to apply for a $95,000 grant specifically designed to reduce or entirely waive pet adoption and return-to-home fees.

2026 & Our Future Vision

Designing 2 Brand-New Parks: Formally approved the early design concepts for two brand-new neighborhood spaces: the Elliott Property and the Pearl Wood Property.
Increasing Youth Grants: Asked the council to permanently increase the ongoing funding limits of our city youth grants.
Shade Structures Expanded: Funded additional shade structures at Stonebrook Park, Sunset Park, Village Park, and Whitendale Park.
Launched the New City Website: Successfully moved the new, modern city website live to maximize digital accessibility.
Winning State Grants: Officially accepted the $2 million CAL VIP grant for local safety initiatives.
Going Electric: Moved forward with the municipal purchase of our first zero-emission electric solid waste trucks.
Standing Tall for Our Firefighters: Explicitly stood up for our local firefighters by refusing to approve the letter in opposition to Assembly Bill 1383.
Reviewing Inclusive Spaces: Formally reviewed and approved the finalized design of the new inclusive park.
